外眼EYESHENZHEN｜‘Super Rita’ turns Shekou into home away from home

周五晚上，蛇口境外人员管理服务中心主任杨燕早早地等在了中心门口，迎接来上中文课的外国友人们。
“Welcomeback!”shewavedateveryparticipantenthusiastically,astheactivityhadbeensuspendedsincelastDecemberduetothepandemic.
“欢迎回来！”她热情地向每一位外国学生打招呼。受疫情影响，该中心的活动在去年十二月被迫暂停。

“HiRita!Weareveryhappythatnowithasrestarted!”greetedSanjeevGupta,anIndianbusinessmanwhoislivinginShekouandhasknownYangforfouryears.
“你好，Rita！我们好高兴这个活动又重启了！”来自印度的商人SanjeevGupta回应道。他在蛇口已居住多年，认识Rita也有四年之久。
InShekou’sexpatcommunity,YangismoreaffectionatelycalledRitaYangandwidelyknownasSuperRita.Sheleadsateamof12internationalsocialworkersinShekouandtheyworktogethertoturntheareaintoasecondhomefornearly8,000expatsfromover100countries.
蛇口街道居住有来自100多个国家的8000多名外籍居民。在外籍人员社区里，杨燕被亲切地称为Rita，她还有一个更广为人知的名字叫SuperRita（超级丽塔）。在她的带领下，该中心的12位涉外社工一齐将蛇口打造成了外国人眼中的第二故乡。

对杨燕来说，SuperRita这个爱称不仅是对她个人工作成果的肯定，更是对整个队伍的认可。
“Infact,nobodyisasuperhero.Weputourselvesinforeigners’shoestolearnabouttheirchallengesoflivingandworkingabroadduetothelanguagebarrier,”YangtoldShenzhenDaily.
“其实谁都不是一个SuperHero(超级英雄)。为什么这么叫？因为我们从他们（外国人）的角度出发，想他们所想，充分体会到他们在语言不通的情况下，在异乡可能遇到的生活和工作上的不便。”杨燕谈道。
Thecenterisplayingaroleasabridgeconnectingforeignresidentsandthegovernment.Theyarefullymobilizingtheirconnectionswithgovernmentdepartmentsandtheadvantagesofhavingnolanguagebarriertoprovidelegalconsulting,mediation,notaryservice,visaandtaxconsultingforexpats.
该中心在外籍居民和政府之间架起了一座沟通的桥梁。涉外社工们充分利用可以对接政府各个部门的资源和没有语言沟通障碍的优势为外籍人士提供法律咨询、涉外调解、公证业务、签证和税务咨询等服务。

杨燕个人还加了几百名外国人的微信，以便了解他们的需求并提供更加个性化的服务。

英国人CarolQuinn就是其中一位享受着SuperRita“VIP服务”的外国人。“我们可以给她发微信，白天、晚上都可以。Rita的服务意识很强，回复很快，态度又非常友好。如果她解决不了，她也会找其他人来帮你。”Quinn说道。

今年年初，深圳突发奥密克戎疫情。这段日子里的生活对中国人来说都颇为不易，对国际居民而言尤甚。中心因此开设了服务热线以解答外国人关于防疫措施的咨询，并缓解他们因疫情带来的焦虑情绪。

AccordingtoYang,manyexpatsinShenzhenfoundnovaccinationornucleicacidtestingrecordsontheir粤康码appduetothemchangingpassportnumbersorinaccuratelyinputtinginformationinthesystem.Theseproblemshadrestrictedtheirtravel.
杨燕告诉记者，许多在深的外籍人员因护照号码变更或者录入信息有误导致粤康码无法显示疫苗接种记录和核酸检测记录，因此对其出行造成了一定限制。
“Asforeignersdidn’tfullyunderstandthepandemicsituation,orhadfearsabouttheuncertaintyofthefuture,webelieveditwasnecessarytoopenaservicehotline.Iftheyhadanyquestions,wewouldalwaysbethereforthem,”shesaid.
“因为他们对当下形势了解得不够全面，或者是对未来的不确定性有所恐惧，所以我们当时觉得有必要开通一个热线。他们有任何问题就可以随时找到我们。”她说道。
Sincethehotlinewassetup,ithasreceivedmanyinquiriesaboutsamplingmethodsandtemporarylockdownmeasuresonresidentialbuildings,amongothers.
自从热线开通以来，中心的电话一直没有停过。很多外国人来电咨询，例如“十混一”核酸采样方法和居民楼临时管控的情况。
“Acommonquestionexpatsaskisaboutthevenuecodeforentryintopublicareasandtransport,”Yangsaid.Foreignersareunabletousethecodebecausetheydon’thaveChineseIDs.
“最常见的问题是关于进入公共场所和公共交通需要出示场所码。”杨燕谈道。由于没有中国居民身份证，外籍人士在深圳无法使用场所码。
Rita’steammadeforeigners’voicesheardbyreportingtheissuetothecity’sforeignaffairsoffice,pandemicpreventionheadquartersandtransportbureau.Withtheirjointefforts,analternativehealthcodewasmadeavailableforexpatsasaccesstopublicvenues.
杨燕的团队在了解外国居民的需求后，马上向市外办、市防疫指挥部和市交通局汇报。通过各部门的联动合作，外籍人员可以用GHC码代替场所码进入公共场所。
Inadditiontopublishingtheusefulandlatestinformation,Rita’steamhasalsoorganizedvariousactivities,suchasChineseandcalligraphyclasses,andcitytoursforforeignresidentstobetterassimilatethemselvesintothelocalcommunity.
除了发布最新的信息外，他们团队还组织了各种各样的活动，如中文课、书法课、城际旅游等，帮助外国人更好地融入当地社区。

“参加这些活动对我们来说是一件轻松又舒适的事。中心的氛围惬意又暖心。之前我们的生活特别无聊，因为大家都呆在家里。但有了这些活动，我们又有了盼头。”Gupta说道。
ShekouMSCE,thefirstofitskindinShenzhen,isregardedasacrucialpartoftheShekousubdistrict’seffortstoconstructaninternationalblock.Itwasestablishedin2017toprovideall-aroundservicestoitsinternationalresidents.
蛇口境外人员管理服务中心是深圳第一个按照国际化标准打造的“国际屋”，也是蛇口街道建设国际化街区的重要组成部分。该中心成立于2017年，为当地的外籍居民提供全方位的便民服务。
