决策者｜哈中携手新篇章 共筑上合新高度

去年7月，哈萨克斯坦在新德里峰会后接任上合组织轮值主席国。截至目前，哈萨克斯坦作为上合组织轮值主席国已经举行了超过140项活动和磋商，为元首峰会对表。此次峰会不仅对上合组织具有重要意义，对哈萨克斯坦而言同样是一个历史性的时刻。预计峰会将接收白俄罗斯共和国为上合组织第十个成员国。
KazakhstantookovertherotatingpresidencyoftheShanghaiCooperationOrganization(SCO)inJulylastyearandhassofarheldmorethan140activitiesandconsultationstopreparefortheSCOSummitonJuly3-4.Thissummit,notonlyofgreatsignificancetotheSCObutalsoahistoricmomentforKazakhstan,isexpectedtomakearesolutiontoacceptBelarusasthe10thmemberoftheorganization.
除了成员国的扩员，峰会还将深入探讨地区政策、国际政策以及当前动荡的世界地缘政治和经济形势。当今世界正进入新的动荡变革期，国际和地区热点问题此起彼伏。然而，上合组织始终坚守其综合性合作组织的定位，从未将自己打造为针对任何国家的军事联盟，从来没有把自己定位成一个军事机构。尽管有人试图将上合组织卷入此类争议，但该组织始终秉持着不树立“假想敌”的立场。
Inadditiontotheexpansion,thesummitwillalsolookintoregionalandinternationalpolicies,andtheturbulentgeopoliticalandeconomicsituationworldwide.Today'sworldisenteringanewperiodofturbulenceandtransformation,withsuccessiveinternationalandregionalburningissues.However,theSCOhasalwaysadheredtoitspositioningasacomprehensivecooperationorganizationandhasneverestablisheditselfasamilitaryallianceagainstanycountryorasamilitaryinstitution.
安全合作是上合组织优先合作领域之一。在其框架内，各成员国将就如何共同打击恐怖主义、分裂主义、极端主义、有组织犯罪和贩毒问题提出宝贵建议，并将讨论如何共同应对网络攻击、有组织犯罪和毒品犯罪的挑战。
DespiteattemptstoinvolvetheSCOinsuchdisputes,ithasalwaysmaintainedabalancedstanceandmadesecurityoneofitspriorityareasofcooperation.WithintheframeworkoftheSCO,memberstateswilldiscussandprovidevaluablesuggestionsonhowtojointlycombatchallenges,includingterrorism,separatism,extremism,cyberattacks,organizedcrimeanddrugtrafficking.
本次峰会后，上海合作组织轮值主席国将从哈萨克斯坦共和国移交给中华人民共和国。我们期待中国在担任轮值主席国期间，能够进一步推动峰会达成共识、形成成果。

哈萨克斯坦是“一带一路”倡议的首倡之地和重要合作伙伴。2013年，中国国家主席习近平正是在哈萨克斯坦首都阿斯塔纳提出了“丝绸之路经济带”倡议。而上合组织经过二十多年的发展，已成为具有重要国际影响力的区域性国际组织。其大多成员国也在“一带一路”倡议框架内与中国积极互动协作，使上合组织成为共建“一带一路”的重要平台。
KazakhstanisthebirthplaceoftheBeltandRoadInitiative(BRI)andanimportantpartnerofit.In2013,ChinesePresidentXiJinpingproposedtheSilkRoadEconomicBelt,theoverlandarmoftheBRI,inKazakhcapitalAstana.Aftermorethan20yearsofdevelopment,theSCOhasbecomearegionalinternationalorganizationwithsignificantglobalinfluence.MostofitsmemberstatesarealsocollaboratingwithChinawithintheframeworkoftheBRI,makingtheSCOanimportantplatformforjointlybuildingtheBRI.
哈萨克斯坦总统托卡耶夫在各种国际论坛上多次强调，哈萨克斯坦支持并准备进一步开展“一带一路”倡议框架内的合作。对于哈萨克斯坦而言，“一带一路”倡议极具战略意义。作为一个内陆国家，哈萨克斯坦位于欧亚大陆的中心地带，是连接欧洲和亚洲、大陆北部和南部的桥梁。利用其境内的过境运输优势，哈萨克斯坦希望通过“一带一路”倡议获得经济发展的新机遇。
KazakhPresidentKassym-JomartTokayevhasrepeatedlyemphasizedatvariousinternationalforumsthatKazakhstansupportstheBRIandisreadyforfurthercooperationunderitsframework.ForKazakhstan,theBRIisofgreatstrategicsignificance.Alandlockedcountry,KazakhstanislocatedattheheartofEurasia,linkingEuropeandAsia,theNorthandSouth.Takingadvantageoftransittransportationwithinitsterritory,KazakhstanhopestogainnewopportunitiesforeconomicdevelopmentthroughtheBRI.

在“一带一路”倡议的框架下，中哈两国之间的合作已经取得了显著的成果。目前，两国正在建设中哈第三条跨境铁路，从哈萨克斯坦的阿亚古兹到中国的塔城，同时双方还在研讨建设第四条铁路的可能性。这些合作项目充分展示了“一带一路”框架内合作的广阔前景和巨大潜力。
UndertheframeworkoftheBRI,cooperationbetweenChinaandKazakhstanhasyieldedsignificantresults.Currently,thetwocountriesareconstructingthethirdcross-borderrailwayconnectingAyagozinKazakhstanandTachenginXinjiangUygurAutonomousRegioninnorthwestChina.Additionally,theyarediscussingthepossibilityofbuildingafourthrailway.ThesecooperativeprojectsdemonstratethevastprospectsandimmensepotentialforcollaborationwithintheBRIframework.
中哈永久全面战略伙伴关系标志着两国关系达到了前所未有的高度。得益于元首外交，中哈相互尊重、高度互信。

在习近平主席和托卡耶夫总统的战略引领下，中哈积极构建两国命运共同体。哈萨克斯坦总统托卡耶夫在去年5月至今年3月期间三次访问中国。中国国家主席也即将出席上合组织峰会并访问哈萨克斯坦，这将是他第五次访问哈萨克斯坦。两国元首的频繁互动为双边关系的发展注入了强大的动力和活力。

在中国国家主席习近平2022年9月访问哈萨克斯坦期间，他宣布要精心打造双边关系下一个“黄金三十年”。这表明中哈两国已经成功走过了三十年的黄金之路，并且对未来充满了更加美好的期待。
DuringPresidentXi'svisittoKazakhstaninSeptember2022,heannouncedthecarefulcraftingofthenextgolden30yearsofbilateralrelations.ThissignifiesthatChinaandKazakhstanhavealreadysuccessfullytraversedthreedecadesofagoldenpathandarelookingforwardtoanevenbrighterfuture.
近年来，中哈两国在能源、交通、投资、金融等领域的经济合作不断深化，同时在文化和人文交流方面也积极拓展合作。这些努力使我们有理由相信，中哈下一个“黄金三十年”将是互惠互利的，两国的睦邻友好关系和相互尊重将得到进一步发展。
Inrecentyears,economiccooperationbetweenthetwocountrieshasdeepenedinareassuchasenergy,transportation,investment,andfinance,whileculturalandpeople-to-peopleexchangeshavealsoexpanded.Theseeffortsgiveusreasontobelievethatthenextgolden30yearsofChina-Kazakhstanrelationswillbemutuallybeneficial,withthegood-neighborlyfriendshipandmutualrespectbetweenthetwocountriesdevelopingfurther.
