In1919,SunYat-senissuedinEnglishTheInternationalDevelopmentofChina–AProjecttoAssisttheReadjustmentofPost-BellumIndustries(shortasTheInternationalDevelopmentofChina),anarticleinwhichheconceivedanideaofconstructingagatedam,improvingnavigation,anddevelopinghydropowerattheThreeGorgessection.ThisistheearliestrecordinChinaontheconceptionofconstructingtheThreeGorgesProject.Later,thisarticlewastranslatedintoChineseandrenamedasConstructiveSchemeforChina,anditistheearliestChineseliteratureontheconstructionoftheThreeGorgesProjectinChina.
ThegreatconceptionproposedbySunYat-senondevelopingtheThreeGorgeswaterresourcesandrevitalizingChineseindustries,hasbeenmotivatingnumerouspeoplewithnobleaspirationstodevotethemselvestotheriseandprosperityofChina.Now10decadeshaspassed,theThreeGorgesDamisstandinginChina,makingthegreatwishofSunYat-sencometrue.
是谁最早提出兴建三峡工程的设想？
“巴东三峡巫峡长，猿鸣三声泪沾裳。”滩险流急的三峡自古便是长江天险，不时泛滥的洪水更是让沿岸地区深受其害。在长江上兴修化害为利的水利工程，是沿江人民世世代代的美好愿望。
兴建三峡工程的设想，最早是由孙中山先生提出来的。
1919年，孙中山先生发表了著名的《建国方略》，在其中倡导兴建三峡闸坝等水利工程，这是我国最早提出三峡工程设想的文献。
“自宜昌而上，入峡行，约一百英里而达四川之低地，即地学家所谓红盆地也。此宜昌以上迄于江源一部分河流，两岸岩石束江，使窄且深，平均深有六寻，最深有至三十寻者，急流与滩石，沿流皆是。
改良此上游一段，当以水闸堰其水，使舟得溯流以行，而又可资其水力。其滩石应行爆开除去，于是水深十尺之航路，下起汉口，上达重庆，可得而致。”
1924年，孙中山先生在演讲中再次谈到了开发三峡水力资源，坚信三峡工程一旦建成将给整个国家带来巨大的利益。
1944年5月，美国的著名坝工专家萨凡奇应邀来到中国勘察西南地区的水力资源。在进行了细致的实地考察之后，萨凡奇先生于1944年10月形成了《扬子江三峡计划初步报告》，这就是在国际上轰动一时的“萨凡奇计划”。“萨凡奇计划”是第一个比较具体的三峡工程计划。
