清华大学经济管理学院助理教授，博士毕业于威斯康星大学麦迪逊分校。研究领域为：健康经济学，产业组织理论，保险经济学，应用微观经济学。她的成果发表于AmericanEconomicJournal:EconomicPolicy，JournalofHealthEconomics等顶级期刊。

内容摘要：
Inthispaper,weexaminehowdecentralizedpublicpolicymakingmaycreatemarketdistortions.WeconsidertheissueinthecontextofthedrugformularydesignofthepublichealthinsuranceprogramsinChina.Since2000,thecentralgovernmenthascreatedalistofdrugstobecoveredbythepublicinsuranceprogramandallowed15%ofthemtovaryacrossprovinces.Wefindthatprovincialgovernmentstakeadvantageofthepolicytofavorlocalfirms:addingadrugtotheprovincialformularyishighlyaffectedbywhethertherearelocalfirmsproducingthedrug,whilethedecisionisnotresponsivetolocaldemandshocks.Wediscussthewelfareimplicationsofhavingasinglenationaldrugformularyinstead.
