EU May Cut China EV Tariffs on BMW and Volkswagen

TheEuropeanCommissionhasindicatedtoBMWandVolkswagenthatitmayconsidercuttingtariffsontwocompanies’ importsofChina-madeEVs,Reuterscitedsourceswithknowledgeofthematter.TheexecutivearmoftheEuropeanUnionwaswillingtoclassifythetwoautomakersascooperatingfirms,whichmeanstheyarequalifiedfora20.8%tariffontheirChina-mademodels,insteadofatariffof37.6%undercurrentplans,accordingtothesources.
Iftheadjustmentofindividualtariffscomestrue,itwouldafirst,earlycompromisebytheEUontariffsassomeoftopautocompaniesinEuropemakecarsinChinaandimportthemtotheregion.
TheEuropeanCommissionannouncedonJuly4itimposedprovisionalcountervailingdutiesofupto37.6%,ontopoftheordinaryBEVimportdutyof10%,onimportsofbatteryelectricvehicles(BEVs)fromChina.Thecommissionconcludedthroughananti-subsidyinvestigationthattheBEVvaluechaininChinabenefitsfromunfairsubsidization,whichiscausingathreatofeconomicinjurytoEUBEVproducers.
Specifically, theadditionalindividualdutiesonthreesampledChineseEVmakers,wouldbe17.4%forBYD,19.9%forGeelyand37.6%forSAIC.ThatmeanstheEUdecidedtolevyalittlebitlessdutiesonGeelyandSAIC-madeEVssinceitspre-disclosedproposedratesare20%and38.1%,respectively,whileBYD,China’slargestEVmanufacturer,facesthesametariffrateasEU’soriginalproposal disclosedonJune12.
Accordingtoastatement oftheEuropeanCommission,otherBEVproducersinChina,whichcooperatedintheinvestigationbuthavenotbeensampled,aresubjecttothe20.8%weightedaverageduty,marginallydowngradedfromtheCommission’soriginalproposed 21%,whileallotherBEVproducersinChinathatdidnot cooperateintheinvestigation faceanextradutyof37.6%,comparedwiththeoriginalproposed38.1%.
TheEuropeanCommissionsuggestedthelong-termdefinitivedutieswillbeeffectivenolaterthanfourmonthsago,ifapprovedbyEUcountries.AlltheabovementionedprovisionaldutiesareappliedforamaximumdurationoffourmonthsstartingfromJuly5.Withinthefour-monthtimeframe,afinaldecisionmustbetakenondefinitiveduties,throughavotebyEUMemberStates,andwhenadopted,thisdecisionwouldmakethedutiesdefinitiveforaperiodoffiveyears,theCommissionsaid.
BMW'sChina-madeelectricMiniandVolkswagen'sCupraTavascan werenotpartofBrussels'sampleanalysisintherun-uptothetariffannouncement,makingtheyautomaticallytargetsofthehighesttarifflevel.
BMWwasreportedlastweektohaveaskedBrusselstorecalculateindividualtariffratetolowersuchleviesforimportsofitsChina-madeelectricMinitoEurope asthefull-electricMininowfacethehighestdutiesunderprovisionalEUregulation.BMWaims tocutthedutylevelsto20.8%,downfrom37.6%,accordingtoaReutersreport.ThereportquotedsourcesthatBMWexpectstheelectricMiniwillultimatelybesubjecttoalowertariff,andanofficialprocessfornewmarketentrantstoseeklowerdutieswouldonlybemadepossibleinthefall,oncefinaldutieshavebeenset.
